افراط گرایی مذهبی در شمال افغانستان

اخیراً گزارش های نگران کننده ای از شمال کشور مبنی بر افزایش بی سابقه افراط گرایی مذهبی منتشر شده است. تعداد افرادی که از جمعیت بومی این مناطق به طالبان، داعش، القاعده، انصارالله و سایر گروه‌های تروریستی پیوسته‌اند در سال‌های اخیر افزایش چشمگیری داشته است. افزایش افراط گرایی در این بخش از افغانستان باعث نگرانی های مضاعف شده است. از یک سو احتمال درگیری ها و جنگ های داخلی را در میان ساکنان این مناطق افزایش می دهد و احتمال وقوع جنگ های خونین در افق وجود دارد و از سوی دیگر منجر به انتقال خشونت به دیگران می شود. در کنار مرزها و ناامنی آسیای مرکزی، افغانستان را به میدان جنگ نیابتی تبدیل می کند.

گسترش افراط گرایی در جنوب افغانستان در گذشته مورد بحث های قرار گرفته و به عوامل زیادی اشاره شده، مانند نزدیکی آن به پاکستان، فقدان آموزش مدرن، بافت قبیله ای برخی مناطق تحت تسلط نیروهای سنتی، کمبود کتاب و تولیدات فکری مدرن به زبان پشتو. این قضیه در مورد شمال افغانستان تا حدودی متفاوت بود، زیرا گمان می رفت که وجود مطالب فکری کافی در زبان فارسی در زمینه های فلسفه، ادبیات، جامعه شناسی، روان شناسی، تاریخ، الهیات و سیاست علاوه بر آن دوری از پاکستان و تفاوت در بافت اجتماعی می تواند مانع جدی بر سر راه اندیشه های افراط گرایی باشد. اما آنچه در عمل مشاهده شد برعکس بود و با گذشت زمان بر تعداد عناصر افراطی و تروریستی در این منطقه افزوده شد.

در گذشته، در دوران جمهوریت برخی از محافل دولت سابق متهم به ترویج عمدی رشد افراط گرایی در برخی مناطق بودند. تشخیص واقعیت از داستان در شایعه سازی افغانستان کار دشواری بود، به ویژه با توجه به حضور شخصیت های قدرتمند شمال کشور در مناصب مختلف رژیم گذشته، از معاون رئیس جمهور تا رئیس پارلمان و وزارتخانه های دفاع، امنیت ملی و امثال آن بعید به نظر می رسید که تلاش سازماندهی شده ای در این زمینه صورت گرفته باشد و هیچ یک از این چهره ها و ادارات تحت امر آنها در جریان نبودند. بنابر این طرح این موضوع می تواند راهی برای سلب مسئولیت مسئولان از آنچه در شمال می گذرد باشد.

گسترش افراط گرایی دلایل متعدد و پیچیده ای دارد. یکی از جدی ترین آنها، گسست بین نیروهای سیاسی و احزاب کلاسیک جهادی و جامعه گسترده است. علاوه بر این، شکاف طبقاتی و شرایط نابسامان اقتصادی برای برخی از اقشار جامعه، مجموعه محرومیت‌زایی را ایجاد کرده است که فرصتی برای گروه‌های تندرو فراهم کرده است. این رشد خزنده افراط گرایی در منطقه چندین دهه است که رخ می دهد و از طریق مدرسه سازی و شبکه سازی نیروهای بنیادگرا تداوم یافته است. علاوه بر این، فقدان گفتمان های جایگزینی که بتواند گفتمان افراط گرایی را به چالش بکشد، وضعیت را تشدید کرده و منجر به تبدیل شدن شمال کشور به محل پرورش گروه های تروریستی شده است. با گذشت زمان این منطقه بیشتر در این باتلاق فرو می رود. با این حال، مقاومت در برابر این وضعیت غیرممکن نیست. هر تلاش فکری و فرهنگی در کنار سایر فعالیت ها می تواند معادله را تغییر دهد به شرطی که اراده مبارزه وجود داشته باشد.
