گفتگو با مریم ساغری مسوول نهاد اجتماعی مبتکران هامبورگ؛

نهادی که تاکنون جان صدها افغان را از خطر نجات داده است

مریم ساغری نهاد اجتماعی مبتکران هامبورگ را در راستای مشوره دهی به افغان های مقیم آلمان و نیز کمک به افغان های در معرض خطر ایجاد کرده است.

با سقوط افغانستان به دست طالبان در 15 آگوست 2021، شمار زیادی از فرهنگیان،خبرنگاران، فعالان حقوق بشر، افراد بلند پایه حکومت پیشین و نظامیان واحدهای مختلف نهادهای امنیتی دولت قبلی از کشور فرار کرده و به کشورهای مختلف پناهنده شدند.

براساس آمارهای نشر شده، امریکا، کانادا، آلمان، استرالیا و برازیل از جمله کشورهایی هستند که پذیرای بیشترین افراد متقاضی پناهندگی و ویزاهای بشردوستانه هستند و کشورهای پاکستان و ایران از جمله همسایه های افغانستان هستند که مییلون ها نفر را در خود جای داده است تا کیس ها و درخواست‌های پناهندگی شان پروسس ود.

در جریان انتقال هزاران نفر از افغان های آسیب پذیر به کشورهای مختلف، نهادهای حقوق بشری مختلفی از سوی کشورهای مختلف استخدام شدند تا کار شناسایی افراد در معرض خطر را برعهده بگیرند و اسنادشان را به نهادهای مسوول مهاجرت، بسپارند.

خبرگزاری میثاق سلسه گفتگوهایی را با برخی فعالان حقوق بشر، مسوولین نهادهای اجتماعی و سازمان های حقوق بشری به نشر می سپارد تا برخی ابهامات و چالش های فراروی انتقال افغان های آسیب پذیر به کشورهای امن، روشن شود.

دراولین گفتگو از این سلسله برنامه ها، با مریم ساغری، مسوول نهاد اجتماعی مبتکران هامبورگ در آلمان گفتگو کرده ایم. نهاد اجتماعی مبتکران هامبورگ در زمینه کمک به انتقال صدها افغان در معرض خطر به آلمان، با وزارت خارجه این کشور همکاری کرده است.

نهاد اجتماعی مبتکران هامبورگ تاکنون زمینه انتقال 480 فرد در معرض خطر را به آلمان فراهم کرده است که بسیاری های شان انتقال داده شده اندو برخی ها نیز منتظر ویزاهای شان هستند.

میثاق نیوز: تشکر از شما خانم ساغری، در ابتدا کمی بیشتر درباره خودتان بگویید و همچنین نهادی که ایجاد کرده اید و ماموریت های آن در عرصه کمک رسانی به افغان ها.

مریم ساغری: مریم ساغری متولد مشهد (ایران) و فارغ التحصیل رشته حقوق و علوم سیاسی از دانشگاه مشهد هستم. شانزده سال است که در آلمان زندگی میکنم. از از زمان ورودم به آلمان در رشته مشاوره اجتماعی و مشاوره پرورشی در کنار معلمین در مکاتب مشغول به کار شدم.

بعد از سقوط دولت و مشاهده وضعیت افغانستان از طریق اخبار، به تاریخ 17 آگست 2021، به عنوان اولین گروه، طرحی را به یکی از نهادهای اجتماعی تحویل کردیم که بر اساس آن قرار شد 500 دانشجو از افغانستان به آلمان منتقل شود.

این طرح به دو دلیل بود؛ یکی اینکه دولت آلمان به افراد مورد تهدید/خطر کمک کند و دوم اینکه در میان گزینش شده‌ها، افراد خطرناک و یا وابسته به گروه‌های طالبان و داعش و افراط‌‌گرایان نباشد.

ما یک گروه کوچک از دانشجویان بودیم که آنها را به صورت آنلاین ثبت نام می‌کردیم و پرونده‌ها را از طریق احزاب به وزارت خارجه می فرستادیم. متاسفانه دولت (قبلی) با انتقال دانشجویان مخالف بود و گروه‎‌های خاصی از جمله خبرنگاران، فعالان مدنی و برخی نخبه‌گان در بخش صحی، قاضی‌ها و استادان دانشگاه را قبول می‌کرد.

به همین دلیل 1500 پرونده را از طریق احزاب به وزارت امور خارجه فرستادیم که متاسفانه این کار در دولت قبلی به جایی نرسید و این برنامه بسته شد. پس ازتظاهراتی که برگزار شد و نامه سرگشاده‌ای که من نوشتم، لیست دومی را تهیه کردیم و در این لیست نیز خبرنگاران، قاضی ها، فعالان مدنی و حقوق بشر، داکتران و استادان دانشگاه را ثبت نام کردیم که جمعا لیست 825 نفر را به وزارت خارجه فرستادیم که از این جمع زمینه انتقال 480 نفر به آلمان فراهم شد که بسیاری از آنها منتقل شدند، تعدادی مشکلات پاسپورت داشتند و بعضی هم منتظر ویزا هستند.

این بزرگترین دستاورد ما بعنوان اولین و تنها نهاد اجتماعی است که در ابتدا به صورت یک گروه کوچک کارش را شروع کرد و بعد به یک انجمن فعال، مبتکر و خلاق تبدیل شد.

میثاق نیوز: در یکسال گذشته چه کمک هایی برای افغان ها بخصوص اقشار در معرض خطر از سوی نهاد شما صورت گرفته است؟

مریم ساغری: اینکه در طول یک سال چه کمک هایی از سوی انجمن ما صورت گرفته باید بگویم که در بخش سیاسی، گروهی در کار نبود و شخص خودم کار می کردم و با انجمن در بعد اجتماعی کار میکردیم. ما کمک های مالی در حد و اندازه کم، به بیجاشدگان در کابل، هرات، مزار شریف می رساندیم.

همچنین در هامبورگ، مشاوره حقوقی و اجتماعی رایگان و داوطلبانه و افتخاری را ارائه می‌کردیم. درعرض یک‌سال، غیر از اینکه تمرکز برنامه های ما روی پرونده های مورد تهدید بوده، روی کمک های مالی و برگزاری کلاس های زبان آلمانی برای اطفال و دانش آموزان و دانشجویان داخل و خارج از افغانستان نیز کار کردیم.

همچنان با مکتب آنلاینِ هرات نیز در بخش تدریس زبان آلمانی همکاری داریم.

مریم ساغری، فعال حقوق بشر و دانش آموخته رشته حقوق و علوم سیاسی است که از 12 سال به این سو در آلمان زندگی می کند.

ما همچنین اعتراضاتی در مورد اینکه چرا سرعت پروسه انتقال کم شده یا حتی بسته شده برگزار کردیم و همچنین نمایشگاهی برای ایجاد انگیزه برای هنرمندان بخصوص زنان در بخش عکاسی، نقاشی، نویسندگی برگزار کردیم.

ما همچنین در داخل افغانستان خیلی سعی داریم که در بخش توانمندسازی زنان کار کنیم؛ بخصوص نهادهایی که میخواهند در آنجا بمانند و کار کنند را کمک کنیم.

میثاق نیوز: آیا به کسانی که از طریق شما به آلمان می رسند برنامه های خدماتی دیگری هم دارید؟ مثلا آموزش، کاریابی و مشاوره های فرهنگی و اجتماعی؟

مریم ساغری: ما در داخل آلمان به مهاجران افغانستانی مشاوره حقوقی و اجتماعی می‌دهیم. تمامی این کارها از ابتدا تا حالا داوطلبانه، رضایت‌مندانه و به شکل افتخاری انجام داده ایم؛ چه به کسانی که در هامبورگ هستند و یا آنهایی که از طریق تلیفون تماس میگیرند و باید بگویم که این مشاوره ها همچنان ادامه دارد.

ما در آینده‌ای نه چندان دور، به محض اینکه حجم کار ما روی پرونده ها کم شود، کار مشوره دهی مان را توسعه بیشتری خواهیم داد و انجمن هم اجازه دارد تا در هر شهر دفترکاری داشته باشد تا این خدمات را در سطح بزرگتر به تمام افغانستانی ها در شهرهای مختلف آلمان هستند ارائه بدهیم.

پروسه‌ و بخش کاری ما فقط در زمینه انتقال افراد (افغان های در معرض تهدید) به آلمان است و ضمنا، همکاری در مورد بورسیه های تحصیلی کانادا، انگلیس و … نیز جزیی از برنامه های ماست که عملا شروع کرده ایم.

تلاش خواهیم کرد که درقسمت بورسیه های تحصیلی در آلمان برای افغان ها و کسانی که علاقه مندی دارند، همکاری واطلاع رسانی کنیم.

میثاق نیوز: از دید شما عملکرد حکومت ها بخصوص آلمان برای نجات افغان های آسیب پذیر چگونه ارزیابی می شود، آیا شما با مشکلات جدی در این راه روبرو بوده اید؟

مریم ساغری: برنامه پذیرش افراد در معرض خطر از سوی دولت آلمان، خوبی‌ها و نیز کمی و کاستی های خویش را دارد. پس از تسلط طالبان، آلمان جزء اولین کشورها و یا تنها کشوری است که به پرونده های مورد تهدید کمک می کند.

این کشور سعی کرده ویزاهای بشردوستانه را ارائه کند و از لحاظ حقوق بشری واقعا اولین کشوری است که در سطح بین المللی به تعهدات خود با سازمان ملل متحد مبنی بر حمایت از افراد در معرض خطر، متعهد بماند.

اما در مورد کمی و کاستی‌های این پروسه هم باید بگویم که آلمان، مطابق توافقی که در دولت جدید کردند – سه تا حزب که آنرا چراغ راهنمایی سبز و زرد و سرخ نام‌گذاری کردند – روی دو برنامه توافق کرده بودند؛ یکی پذیرش افغانها در هر شهر چنانکه قبلا در مورد سوریه‌ای ها داشتند و باید بگویم این طرح خوبی هایی دارد مثلا، فامیل هایی که در آلمان هستند برای دعوت یک شخص نیاز به چند شاخصه ندارند بلکه یک شخص می تواند بعد از یکسال یک شخص از اقارب خود را از افغانستان دعوت کند.

برنامه دیگر آلمان ها، طرح انتقال 56 هزارنفر زیر تهدید بود که 26 هزار تن آنها کارمندان محلی نهادهای آلمانی و باقی آنها مربوط میشود به پرونده های بشردوستانه. اما متاسفانه پذیرش اقامتی افراد از هر شهر با وجودی که توافق کرده بودند، هنوز هم شروع نشده است.

در مورد پرونده‌های بشردوستانه ارقام مختلف مطرح شد و در نهایت در 17 نوامبر 2022 توافق شد که ماهانه یک هزار نفر را از افغانستان انتقال خواهند داد.

براساس این طرح به جز نظامیان پیشین، افراد مورد تهدید را از داخل افغانستان انتقال خواهند داد و اولویت با کسانی است که قبلا با نهادها/سازمان های آلمانی کار کرده اند. بنابراین پرونده های بشردوستانه خیلی چانس نخواهند داشت. نکته منفی دیگر اینست که افراد به صورت مستقیم/خصوصی نمی توانند به این پروسه درخواست دهند بلکه باید توسط نهادهای اجتماعی مورد تایید دولت آلمان ثبت شوند.

این نهادهای اجتماعی که خود از سوی دولت ثبت نام می شوند که احتمالا شمارشان به 200 نهاد خواهد رسید. خبرنگاران بدون مرز، کابل لوفت بروکه و میشین-لایف لاین در زمره‌ی همین نهادهاهستند.

میثاق نیوز: آیا آلمان تا سال 2025 به نهاد شما فرصت گزینش و معرفی افراد در معرض خطر را داده است؟ برنامه شما برای نجات  افراد واقعی در خطر برای ماه ها/سالهای آینده چیست؟

مریم ساغری: این پروسه تا سال 2025 ادامه خواهد یافت یعنی توافق شده که ماهانه یک هزار فرد مورد تهدید را از افغانستان به آلمان منتقل کنند. اما از آنجا که تعدادی زیادی از افراد در معرض خطر، قبلا به کشورهای همسایه افغانستان رفته اند و با توجه به انتقادهای که مطرح هست، احتمالا دارد این تصمیم تغییر کند.
