نظامیان امریکایی و افغان بیش از طالبان غیرنظامی را کشته‌اند

سازمان ملل متحد با انتشار گزارشی در باره کشتار غیرنظامیان در جریان جنگ داخلی در افغانستان تاکید کرد که نظامیان امریکایی و نیروهای دولتی در این میان نقش پررنگ و انکارناپذیری داشته‌اند.

بر اساس این گزارش که با استناد به وقایع سه ماه نخست سال جاری میلادی تهیه شده و روز چهارشنبه ۴ ثور انتشار یافت، نیروهای نظامی افغان و نظامیان امریکایی برای نخستین بار بیش از طالبان و دیگر گروه‌های شورشی در کشتار غیرنظامیان نقش داشته‌اند.

در گزارش سازمان ملل متحد تصریح شده است که در سه ماه نخست ۲۰۱۹ بیش از ۳۰۵ غیرنظامی در جریان حملات نیروهای خارجی و ارتش افغانستان جان باخته‌اند؛ این در حالی است که در همین دوره زمانی ۲۷۷ غیرنظامی بر اثر حملات طالبان و دیگر گروه‌های شورشی کشته شده‌اند.

در این گزارش که توسط هیات مامور کمک‌رسانی سازمان ملل متحد در افغانستان تهیه شده همچنین آمده است: «اغلب غیرنظامیان در جریان حملات هوایی نیروهای امریکایی و یا ماموریت‌های شناسایی بر روی زمین که توسط نظامیان ارتش افغانستان انجام می‌شود، هدف قرار گرفته و کشته شده‌اند.» به موجب این گزارش برخی از عملیات انجام شده توسط نیروهای یاد شده بدون ملاحظات لازم و با مصونیت کامل طراحی و اجرا شده است.

«یوناما»، هیئت معاونت ملل متحد در افغانستان که برای تثبیت صلح پایدار در افغانستان انجام ماموریت می‌کند در گزارش خود از نظامیان عضو تشکیلات امنیت ملی در این کشور و نیروهای نظامی بین‌المللی خواسته است تحقیقاتی را در باره کشتار مشکوک غیرنظامیان انجام دهند و نتایج آن را به صورت شفاف منتشر کنند.

این نهاد وابسته به سازمان ملل متحد همچنین خواستار آن شده است که غرامت‌های ناشی از این حملات مرگبار به شیوه‌ای مناسب به خانواده‌های قربانیان پرداخت شود.

در همین حال یک نشریه امریکایی در مقاله نوشته است که دولت این کشور از بررسی جنایت‌های که توسط سربازان امریکایی در افغانستان صورت گرفته، ممانعت می‌کند.

در مقاله این نشریه گفته شده که سربازان امریکایی در مناطقی که دسترسی رسانه‌ها در آنجاها ممکن نیست، غیر نظامیان را از خانه‌های شان بیجا کرده، کشته، زندانی کرده و چنین خانواده‌های وجود دارد که برخی اعضای شان تاهنوز نادرک هستند.

این نشریه افزوده که به دلیل کشتار غیرنظامیان افغان توسط نیروهای خارجی روابط امریکا و حامد کرزی نیز تیره شده است.

حامد کرزی در زمان ریاست جمهوری اش بارها انتقادهای از کشار غیر نظامیان افغان توسط نظامیان امریکایی انتقادهای تندی کرده بود.
