صندوق حمایت از کودکان سازمان ملل متحد (یونیسف) از تعیین فران اکیزا، مددرسان اهل اسپانیا به‌عنوان نماینده‌ی جدید این صندوق برای افغانستان خبر داده است.

یونیسف در اعلامیه‌ای گفته است که آقای اکیزا امروز (جمعه، ۱۴ دلو) رسما به کارش در این سمت آغاز کرده است. براساس اعلامیه‌ی یونیسف، فران اکیزا در سال ۲۰۱۴ میلادی به یونیسف پیوسته و سابقه‌ی طولانی در زمینه‌ی کارهای بشردوستانه در محیط‌های ناآرام را دارد. اکیزا همچنین از جنوری ۲۰۲۲ تا جنوری ۲۰۲۳ میلادی به‌عنوان معاون هماهنگ‌کننده‌ی کمک‌های بشردوستانه برای افغانستان کار کرده است.

در همین حال، فران اکیزا در توییتی نوشته است که از پیوستن به تیم «فوق‌العاده» بشردوستانه در افغانستان افتخار می‌کند. او نوشته است که این تیم در یکی از بزرگ‌ترین بحران‌های بشردوستانه جهان به ‌طور خستگی‌ناپذیر برای کودکان، مادران و جوامع کار می‌کند.

به نظر می‌رسد با توجه به وضعیت زندگی ناگوار کودکان در افغانستان بخصوص بعد از سقوط دولت پیشین به دست طالبان، ماموریت آقای اکیزا با چالش‌های فراوان و متعددی مواجه خواهد بود.

بر اساس معلومات صندق حمایت از کودکان سازمان ملل متحد-یونیسف، نیمی از جمعیت 30 میلیونی افغانستان زیر 18 سال سن دارند یعنی کودک هستند. جمعیتی که به گفته این سازمان به دلیل جنگ های مداوم، آوارگی، اقتصاد ضعیف و هنجارها و شیوه‌های اجتماعی نامطلوب در معرض شرایط شدید خشونت و سوء استفاده قرار دارند.

کودکان کار و خیابانی

در حال حاضر آمار دقیقی از شمار کودکان کارگر که در کارگاه‌ها یا روی جاده‌ها برای به دست آوردن مزد و معاش بسیار ناچیزی مصروف کار هستند، در دست نیست. اما با توجه به وضعیت نابسامان اقتصادی در کشور و محروم شدن کودکان از تعلیم، به نظر می‌رسد که شمار این کودکان به مراتب بیشتر شده باشد.

در سال های گذشته (قبل از سقوط دولت پیشین) ۳.۷ میلیون کودکان کارگر در افغانستان وجود داشته که ۲.۱ تن مشغول کار شاقه بوده اند. کارشناسان معتقد اند به هر اندازه که فقر و گرسنگی افزایش یابد، کار شاقه کودکان هم افزایش می یابد. کار شاقه اطفال را از حق آموزش محروم می کند و باعث افزایش جرایم و رفتارهای نابه هنجار اجتماعی از جمله اعتیاد می شود.

عبدالباقی سمندر مسوول یکی از نهادهای حمایت و نگهداری کودکان موسوم به «کاشانه» در کابل در حساب فیسیوکش از وضعیت ناگوار کودکان کار در سرک‌های کابل نوشته است. او می‌گوید:

«کودکان در این نیمه شب در جستجوی یک لقمه نان اند و خیابان ها  را گز و پل می کنند و در برابر دروازه های رستورانت ها نیز می ایستند تا شاید یکی  شاخه ای گلی بخرد،  کفش اش را رنگ کند ، ساجقی بخرد و بجود و یا موترش را برای شستن به دو یا چند کودک بسپارد. هر کودک برای یک خانواده نان می برد و منتظر است تا قیمت یک‌گرده نان پنج افغانی یا هفت  افغانی در نان وایی  گردد و..‌.»

ازدواج زودهنگام

یونیسف همچنین می‌گوید که دختران افغان با ازدواج زودهنگام، قتل های ناموسی، آزار خانگی و خشونت جنسی روبرو هستند. پسران افغان در کنار استخدام نظامی در درگیری های مسلحانه و استثمار جنسی، از بسیاری از خطرات مشابه رنج می برند. هم دختران و هم پسران در معرض اعمال خطرناک کار، تماس با مین های زمینی و خشونت در خانه هستند. این سازمان می گوید که یک سوم دختران افغان قبل از تکمیل سن 18 سالگی ازدواج می کنند.

کودکان مهاجر

طی دهه‌های گذشته بخصوص یک و نیم سال اخیر تعداد زیادی از جوانان افغان که از وضعیت نامطلوب سیاسی، اجتماعی و فرهنگی، فقر یا تغییرات اقلیمی کشور را در جستجوی زندگی بهتر در خارج از کشور ترک کرده اند به مراتب بیشتر است. معمولاً کودکان بین 12 تا 17 سال – اما گاهی تا 10 سال – از آسیب پذیرترین افراد روی زمین هستند. برخی به عنوان کارگران بدون مدرک در جستجوی کارهای شاقه در ایران و برخی دیگر مهاجرانی هستند که سفری پرخطر به ترکیه یا اروپا را در پیش گرفته اند. آنها به تنهایی و در بلاتکلیفی، هدف آسانی برای قاچاقچیان و قاچاقچیان انسان هستند.

سیستم‌های حفاظتی ناکافی

با توجه به اینکه سه چهارم کودکان افغانستانی بین دو تا 14 سال از انضباط خشونت آمیز در خانه گزارش می دهند، بنابرین نیاز به محافظت در برابر خشونت، واضح است. تقریباً تمام زنان افغان (90 درصد) لت و کوب شدن از سوی شوهران را موجه می‌پندارند و این بدان معنی است که کودکان احتمالاً شاهدان مکرر خشونت هستند، اگر نه خود قربانیان. بیش از یک سوم پسران و یک چهارم دختران بین سنین پنج تا 17 سال به کار خطرناک کودکان مشغول هستند. بدتر از همه، نزدیک به نیمی از دختران قبل از رسیدن به 18 سالگی ازدواج  میکنند که برعلاوه انجام امورات منزل، اغلب در معرض آزار خانگی قرار می گیرند.

اقدامات انجام شده از سوی یونیسف

این سازمان میگوید که برای حفاظت و ارائه خدمات به کودکان افغان، یونیسف با دولت افغانستان همکاری کرده است تا شبکه اقدام حمایت از کودکان (CPAN) را ایجاد کند، ائتلافی از ادارات دولتی، سازمان های غیردولتی، و رهبران اجتماعی و مذهبی که همه با هم برای محافظت از کودکان کار می کنند. این شبکه در سال 2017، به نزدیک به 5000 مورد نقض حمایت از کودکان در 110 ولسوالی در 33 ولایت پاسخ داده است.
